The salary and SGK cost are the same for both. Turkish labour law applies to both, and we never quote below the legal minimum. The real question is different: at that wage, in your city, on your shift pattern, does anyone take the job?

The one-off costs only look big if you think of the worker as temporary. In practice these hires stay for years — the permit renews with you, and every renewal is cheaper than the first year.
The permit ladder
1 year+2 years+3 years
The first permit is for one year, then it extends by two, then by three. That takes the same worker to six years on your payroll. After that the permit keeps renewing on the same basis, and once they reach eight years of legal residence in Türkiye they can apply for an open-ended permit.
Why they stay
The permit is tied to your workplace, so they cannot move to the employer down the road mid-contract. They relocated for this job, their family plan depends on it, and a clean renewal record is what lets them keep working here. Leaving early costs them far more than it costs you.
What that is worth
Every time someone walks out you pay again — advertising, interviews, the notice period, three months of training and a line running below capacity. A worker who stays three years skips all of that twice over, and by year two they know your machines better than a new local hire ever will in month one.

What does not exist
There is no grant or refund for hiring a foreign worker. İŞKUR-based incentives (7103) and KOSGEB wage support exclude foreign nationals by rule, and agricultural support funds production, not employment. Also: any SGK discount is lost if the workplace has premium debt, late filings or unregistered staff — so we always quote the full price.

No subsidy for hiring a foreigner
There is no grant, refund or bonus for employing a foreign worker. If someone promises you one, it is not true.
Agricultural support goes to the producer
Agricultural subsidies (tarımsal destekler) fund production — land, diesel, seed, livestock. They are not employment support, and hiring overseas workers does not add to them.
Some incentives exclude foreigners
Incentives that require the hire to be registered unemployed at İŞKUR (7103 / geçici 19) cannot be used, because a foreign national cannot hold that registration.
KOSGEB wage support excludes them by rule
The qualified-personnel (nitelikli eleman) salary support is written for Turkish citizens with a university degree — foreign nationals are named in the exclusions, alongside retirees and the owner's family. KOSGEB's other programmes fund the business, not this hire.
What you can get: the 5510 premium discount and the minimum wage support above. Both belong to your workplace and both are already in the calculator.
These discounts depend on your workplace, not on us. To get any SGK incentive, the workplace must have no unpaid premium debt, must file its declarations on time and must have no unregistered workers. If one of these is broken, the workplace loses all of them, including the minimum wage support. Ask your mali müşavir before you count on the saving. We always quote the full price without discounts, so there are no surprises.
Some employers think about hiring quietly, without a permit. Here is what that really costs under the 2026 fines.

One fine for one worker is more than three times what doing it legally costs you up front — permit and flight together are about ₺28,000.
So always ask an agency for its İŞKUR licence number. Ours is 1730.

Using an unlicensed agent

Fine on the employer every time you use an agent who has no İŞKUR licence. The agent pays ₺341,812, and double if it happens again.
The employer must pay the worker's accommodation, return travel and health costs, and the same costs for the spouse and children.
If you employ someone without registration, your workplace loses every SGK incentive, including the minimum wage support, for one month — and for one year if it happens again within three years.
The worker also gets a fine and is reported for deportation. You lose the person you trained and cannot employ them again.
One fine for one worker is more than three times the up-front cost of hiring that person legally — the permit and the flight together come to about ₺28,000. And look at the second card again: you pay the fine if your agent has no licence, so always ask for the İŞKUR licence number. Ours is 1730.

A student cannot file for their own permit. They find the job first, then you apply electronically to the Ministry on their behalf.
The work permit does not replace their student residence permit — that must stay valid throughout, or the permit falls with it.
The "3 of the last 5 years resident" exemption above excludes student residence — so a fresh graduate does not carry it, and the standard criteria apply to their first post-graduation permit.
Working without a permit is not a grey area. If a student is found working unregistered, the residence permit is cancelled by the migration authority and both of you face penalties. If you already have a student working informally, tell us — regularising the file is usually straightforward.

On payroll, no. The gross salary and the SGK payments are the same, because Turkish labour law treats both workers the same way. The extra cost is paid only once: permit and card fees of about ₺16,000 per worker for each permit period, plus travel if you pay for it. Over a contract of several years, the difference per month is small.
Yes. Every job has a minimum gross salary, set as a multiple of the minimum wage: 1× for unskilled jobs, 1.5× for skilled and specialist jobs, and more for engineers and managers. If you offer less, the permit is refused, so this calculator does not let you go below the minimum for the job you choose.
You decide this together and write it in the contract. Most of our employers pay the one-way flight and give shared accommodation, especially in construction, farming and hotels, because workers stay longer that way. For most jobs the law does not require either.

No. Türkiye gives no grant, refund or wage support for employing a foreign worker, in farming or in any other sector. Farming supports (tarımsal destekler) are paid to the producer for production itself: land, diesel, seed and animals. They do not increase if you hire workers from abroad. The only state help here is the SGK premium discount and the minimum wage support, and you would get both for a Turkish employee too.

Yes, with a work permit that you apply for. The student cannot apply alone. Associate and bachelor students can work only after their first year, and only part-time, up to 24 hours a week. Some students on state scholarships cannot work at all while studying. Master's and doctorate students have no such limits: they can work from any point in their studies, with no hour limit. Their student residence permit must stay valid all the time, because the work permit does not replace it. One thing employers often get wrong: student years do not count for the three-of-five-years exemption, so a new graduate's first normal work permit follows the standard rules.
No. KOSGEB's qualified-personnel salary support is only for Turkish citizens with a university degree, and foreign workers are named in the list of people who cannot be employed under it, together with retirees and the owner's own family. KOSGEB's other programmes support the business itself (investment, machinery, digital work, training) and none of them pay part of a worker's wage. If your accountant already has a KOSGEB employment commitment, foreign workers still count in your total SGK staff number, but not in the personnel support payment.
The monthly cost is the same, but the one-time costs are shared over fewer months. Permit fees and flights are paid once, whether the contract is six months or three years, so the cost per month is higher for a season. Set the contract length to 6 months in the calculator and you see that figure. For very short work there is also the work permit exemption route, which avoids the full permit process. Per permit period. The first permit is usually one year, the first extension two years and the next three years. You pay the fee again at each renewal, not every year.
